The easiest and least expensive way would be to
sell the 2WD and purchase a Syncro.  Otherwise
expect a mega-dollar budget- its cheaper and better
to get one that came that way from VW.

There are differential kits that will allow power to be
transmitted to the wheel with the most traction vs.
the allowing the low traction/stuck-in-the air wheel
to spin freely with the standard open VW diff.   They
are used with the stock diff and are pretty much a
straight forward bolt on part.  I'd estimate and say
that to add this to your existing gearbox would be
in the neighborhood of $375+ labor.  There are on
rare occasions used ZF limited slip diffs available
but expect to pay well over a $1000 for one in
excellent condition.   While this is not a Syncro its
at least an option to consider.
