My 1991 Jetta had DTRLs, but they ran at 100% power on low beam. H4 bulbs arn't expensive, here in Canada they are the same price as the 9004s (~$10 for good ones). What I would do if you are interested in having reduced power DTRLs is get the European headlights and use the 5W parking lamp that is built into them. You can get colored bulbs to put in there that makes them really noticeable. I use yellow in mine. On bright sunny days they are barely noticable at a distance, but in rain, snow or dusk they really stand out.

To make them automatically come on use the hot wire from the fuel pump. The extra 10W isn't going to overload it and they will only come on when the engine is running.
