What is wrong with yours? Mine lost speed 2 so I pulled it apart and found it had "desoldered" itself along one lead as the relay was overheating because it fit too loosely in some of its socket causing the leads to heat up. Resoldered the relay, removed the seperate wires from each socket location (you must make a little removal tool that is about 3/32" wide from a piece of steel banding, you shove it down the side of the socket slot from the front of the relay block and pull the wire out the rear) crimped them down a bit so they would grip the spade more tightly, put it all back together with anti-ox grease on the prongs at the beginning of this summer, has worked flawlessly. Regarless of the problem I'd pull the cover off and look for obvious damage, file the contacts with a point file and try it all back out, VW relays are notoriously well built things IMHO, I've had many a one full of water, cleaned it up and it functioned fine. Hell the headlight relay on the '70 truck I just bought had been full of water for likely 5-6 years and I ressurected it. Merely replacing the relay would not have solved the root problem on mine, also a '90 GL.
