Gordon, I just had the same experience. In my case, problem was a deteriorated/broken ground connector. First check the grounds on a 6 or 7 point ground asttachment device mounted to wall above the fuse/relay mounting under the dash. Approach from under the dash at left side, above, generally, and the left of the clutch.. No relay. What year is vanagon?. Ground cluster under dash -83-85 -seem to be different from later models, as I remember.
