Glow plug fuse is blown. Dealer item. Small metal strip held in by two screws under a small black panel. NO IDEA where to tell you to look on you van, on my Jetta TD it is on the back of the firewall. Follow the thick red/white wire back from the glow plug harness to wherever it leads.

As this piece of metal (fuse) is exposed to the elements, I don't feel it is a cause for alarm that it blew. If you put in the new on and it blows, find the problem and ignore it, right away.
