I've driven 114,000 mostly freeway miles on my '91 and have never had my flue cover blown or sucked off, so I think you're pretty safe leaving it on while driving unless Bus-Boys have a different than OEM version of the cover.

BTW, I'm still to figure out what would want to 'suck' the flue cover off.... ;)
