Your 87 is likely at the stock height. In mid 1987 with the introduction of the 1987-1/2 Wolfsburg Limited Edition, VW reduced the ride height of all 2WD Vanagons. All 2WD 1988-1991 Vanagons continued to use this reduced height.

Standard. That one flap is there specifically to protect the propane stuff.
