Funny.. that was exactly what the Concord, CA VW dealership told me 5 years ago when I tried to order a kit.... I guess some thing at VW-US never change..

The funny part of all this is that the Service Manager and the Parts
Manager, both long time employees at my local VW Dealer, told me that there
were no kits for installing shoulder belts in my Vanagon.  Furthermore, "if
such things were available, it would be ILLEGAL for me to install them,"
they said.


They sat in stony faced silence when the part numbers I gave them showed up
on their inventory lists.
