As far as I recall (I lived in Graz for quite a while), the Steyr-Daimler-Puch plant in Graz did the 4WD drive stuff for VW, so were there actually are 2WD Vanagons built there? S-D-P also developed the 4WD for Fiat in the Panda that the Italian police used.
