Tom, it worked!

At least so far. I will give it a few days. May have to apply the treatment a second time but for now it's fine. I did use the Marvel's Mystery Oil. I found that I could not get these hams of mine in the hole to remove the cable from the back of the speedo, so simply loosed the instrument cluster and moved it slightly forward. The extra flexibility provided made it easy to get at. After disconnect, I just held the little cup up, stuck the nozzle of the plastic bottle down to the bottom of the cup bu the cable and gave it a squirt, let it drain down the cable housing, then repeated the process several times. Dried out the cup, reconnected the cable, put the cluster back and tightened the screws, and put the cover on. Speedo works fine. Whole process took 15 minutes.

I used a light machine oil, along the lines of "3-in-1" oil. You don't have much room to maneuver back there, and a little can with a spout makes it easier.
