I used some lacquer thinner to clean off the undercoating and take it down to the paint and surface rust. I cleaned that up with a wire wheel attachment on my drill. On my tank there are 4 welded on metal labels. These labels are only tack welded at the corners and the large bottom label will allow water to collect behind it and rust out your tank. Luckily, my tank was still in good shape. After I cleaned up the rust and primered the tank, I used some non-shrinking filler around all of the metal labels to seal them up. I finshed the tank off with some bright red spray paint.
