Not in any of the four Vanagons I drive.  I keep very careful records, too.
My Westy is the worst -- I'm lucky to get 16-17.  The others are not much
better.  The Kombi *has* given me 24 mpg once, but it averages less than 20.
The others are between 17 and 20.  I've gotten worse average mileage when
exhaust was leaking or O2 sensor failing, etc.  It was down to about 10
on the Westy for a while.
