That's a classic description of a missing ground. Your stuff is all getting grounded through the headlight filaments -- until you turn on the lights. You see this a lot in taillights, where the stop light (big fat low-resistance filament) doesn't work but the running light (little skinny high-resistance filament) does until the brakes are applied, at which time the running light goes out.
