In Ontario we have the RIDE check program (RIDE is an acronym for ??). At
times of the year where alcohol consumption might be high, police set up
loosely formed roadblocks where they talk to every driver passing through.
If there is any cause to procede further (obvious impairment of speech,
smell of alcohol) the police are empowered to further check the vehicle's
contents.
This program seems to have great public support and has a positive effect on
general attitudes and has caused a general decrease in drinking and driving.
As far as open alcohol in a vehicle goes, to my knowledge, in an RV type
vehicle, those in the obvious RV portion of the vehicle (ie not front seat)
may consume alcohol. If I am wrong on this, I have been in violation of the
law.
