Mark,

1)  yes that smell probably means the motor windings are toast.  same thing
happened to us a few years back when a slightly overlength (1") wiper blade
jammed against the window trim.
2) I also wonder if this fuse is oversized!  2a) ? not sure what you're
asking

BTY: at my local boneyard I bought a used Scirroco rear wiper motor, which
worked with a little FF (engineering terminology for File to Fit).  Correct
wiper blade length re-installed.

Simple precaution against another burnout: took the fuse out for a
cross-Canada trip this past summer, due to the hatch mounted bicycle rack.
