Here is how I would vote it, assuming the spring man could deal with this data format:

I would like my new springs to be somewhere near the intersection of these two datapoints, probably the average:

1. I would like my new spring to perform at 5,500 lbs the same as the factory spring performs at 4,200lbs,

and,

2. 20% stiffer.
