It's a shield to cutoff the direct light from the bulb so that only
the directed light from the reflector can be seen, hence less scatter
to the sides.  If they were going for max efficiency and damn the
expense it would be a fancy computer-calculated reflector itself, to
get the wasted light back into the main beam.
