it's strange that they say the 88 requires a passive system. My 89 Vanagon
has a completely active system and was purchased in the states. My '91
Golf, BTW, has the passive system and I hate it!! (open the door, start to
get in, seat belt pull the door shut on your ankle!).
My advice, keep all the active parts, put in your passive system to gain
entry to the US, then remove all the passive s**t and put the original parts
back on.
