Sorry James,  


I was thinking about my own set up which I wired a relay into the system for my aux lights.  


There is NO relay for the high/low beam in the Vanagon.  The switching mechanism is strictly mechanical and built into the signal stalk.. ie a toggle on/ toggle off set up.  So, probably you have a bad switch if the high/low beam is not switching properly.
