I think he meant the dipper switch. I.e. the switch you use to switch from high to low beams. The contacts in this switch could easily stick, and cause the problem you complain of.

The dipper switch and flasher relay (which isn't related in any way to the headlights) are both pretty much unique to vw's. You can use a universal replacement for the flasher relay, but they don't last as long.
