On my '86 Syncro I have what I think you are describing. They are
attached with nuts
(about 6 mm I think). I had to spray out the mud and gunk which had
accumulated  on them and
then stick my head into the wheel well with a bright light in order to
see them the
first time. I think that there are 5 nuts that have to be removed.

The nuts attach to studs which are cast into the plastic of the fender
extension. I think
they are designed to pull off in the event of a sideswipe instead of
pulling the nut
through the sheet metal.

Now, I have a question for you. Are you going to remove the fender
extensions permantly?
Would you be willing to sell me the one for the right front? Mine was
missing when I got
my van and I would like to replace it if the price is not too dear.
