It is a sticker for showing which country you are coming from. this one is with a S for Sweden. They are actually mandatory when travelling in Europe although not too many motorists bother to put them on their cars. I have a N for Norway on my car, PO sticked it there, I've never bothered to remove it, altough I hate it being there.
