Yay! I finally get to give someone ELSE advise for a change!

Well, not really, cause I can't exactly tell you what the air flow meter (which I'm assuming is the same thing as the air flow regulator or air box) does....But I can tell you what happens if it doesn't do whatever it's supposed to be doing....

My 84 was sputtering, cutting out (especially going up hills) and generally being a pain in the butt anytime we'd get anywhere near 2800 rpm, which happens to be a lot of the time. It would lose power especially between 2nd and 3rd gear (I have an automatic). This only happened intermittently and never when a mechanic was in the vicinity. After much distress and a lot of replaced parts, it turned out to be what my mechanic calls the air box. He pulled one out of a donor vanagon he had, put it in mine, and voila! It runs like a new bus... gets better gas mileage and just plain feels right now.
