Washer Jug!

OK, The washer jug comes off with 3x 10mm bolts, and electrical connector. The tube that fills it is in very loose rubber gromet, or sleave. It will stay with the Van as you remove the jug. The fill tube is probably were it is leaking. I'm not sure if this was VW's intenion or not, but it really doesn't matter much. The jug will remain filled. One more important thing. After the jug empties about 1/2" from filled, you may note a knock in the front end. This is nothing more that the washer fluid make noise. It will go away as you use up the fluid.
