Actually, I believe that's a corrolary to Parkinson's Law which I misquote as "Work expands to fill the time available." Anyone interested in dry wit with a sting in the tail, accompanied by extremely acerbic drawings, see C. Northcote Parkinson, _Parkinson's Law_ and _The Law and the Profits_. Both illustrated by Robert Osborne.
