From Bentley, p97.6 -- "Poor ground connections may cause speedometer or brake warning light problems. If speedometer needle will not return to zero or if brake warning light will not go out, ground connections may be bad or may have been connected to the wrong location on the vehicle. Poor grounds may weaken speedometer needle return spring by allowing battery current to flow through speedometer cable."

IOW, you probably need to chase and fix the bad grounds after removing speedo cable from speedo, then <oooofff> replace speedometer. :(
