Actually, it's controlled both ways. When power is applied to the valve, that activates a heating wire, but heat from the engine also does this.

This is an auxillary air valve, not an idle air valve, which is completely controlled by the ecu. 85 and older vanagons use these aux air valves instead, and they are indeed electrically and directly heated, and operate by means of a bi-metallic spring.
