Good chance it's just the cable. You maybe able to fix it. This is a symptom of a bend in the cable. Check to see if there is an area that has a sharp bent (or kink). Bent it back using 2 pairs of plyers. This is likely your problem. This usually accuurs down near the wheels where things on the road could catch the cable.

Run away from this dealer! Little or no chance both parts are bad.
