Dave,

I don't have a real lot of experience with Webber carbs, but I would be surprised if the carburators give you any better emissions than Digijet. The Digijet (when the temp & oxy sensors are working!) has so much better control over what goes into the cylinders than carburetors, which work kind of "open loop" without much feedback.

(Of course, if PA emissions inspection is like MA, then you can "tweak" the carbs so they produce minimum emissions at idle during the test, but you then have no idea/control over what they do during actual operating condiotions on the road...)
