You may use the EV 15" steel wheels 6x15 ET44, they have the needed load
capacity, too. But the offset is wrong and have to be adjusted by spacers.
In front you may use 22mm and rear 27mm. At 2WD Vanagons you have to
drill the center hole to fit the axle.
I don't know if the spacers will allow tire chains, they are very closed
to the wheelwell. You may choose different spacers, the standard Vanagon
rims have ET39 depth.
