I general a person from country X can register a car in country Y and drive it anywhere within the global treaty area (most countries you'd want to drive in) except his home country. So in your case it's quite likely that your buyer can register it in Canada, continue driving in Europe and then reregister in the US upon importation. The change of registration in Canada can very well be a bit tricky due to it being unusual for both the vehicle and the buyer to be "absent". But if they say no check if there is really a rule against it. It can very well be that it is just unusual and they are just too lazy to find out how to do it.

Another alternative is to get all the import paperwork done and then register in a state which won't insist on inspecting out of state vehicles (e.g. upstate NY), hence no need to physically have the vehicle there.

And FYI: The reason you can drive your automobile for up to a year freely is that in the 30's in an unusual foresight a treaty was signed between most countries allowing a foreign registered auto to be driven for up to a year by a non-resident.
