Try a 4.86 ring and pinion with 1st-5th of :

4.11/2.33/1.47/1.01/.82

That would give you a final drive of 4.86X.82 = 3.9852.

There were some versions with a 5.43 ring and pinion with a 4.11/2.33/1.47/1.01/.77 (4.1811 final) but I have not run across any myself. I don't think they were imported by VW into the U.S. market and what is out there is grey market.
