Such an attitude! The man said "almost always" and that is true.

Anyone who gets their car hit and damaged, who fails to get a police report is going to run into exactly what our friend here is seeing. I lived in NY/NY for many years, and that may be the law, but as a citizen whose property is damaged by another, to leave the scene without a report to give to the insurance company and even the judge, is less than wise.
