I had this problem until I used a longer belt. You have to use exactly the right belt, one that's too short (i.e. fitted by trial and error) will cause the problem you describe.

In fact, this problem was the reason I got my van real cheap. The previous owner ran it low on coolant, and blew the right head gasket because of this leak, and several others!
