Could be both, the inside square could be delivered as fog lights or as additional high beams. Depends on your order, at least in Germany. You should not change the inner ones (I learned that they are built for H3 bulbs, not H1). They will be same in Europe and US, there is no reason why they should be different.

Budd, you will keep your fog lights on, even with the E1-code headlights. Fog lights do have VERY wide, but short range pattern, the E1 are a compromise in range and width. The E1 extends the range on right half of it's pattern (compared to DOTs or left half of E1 pattern).
