Actually, I doubt VW had much to do with that decision. All the electronically fuel injected bosch systems use rubber line, and can get away with it since the pressure is ~ 35 psi, instead of 50-75 psi like on the cis.

So, the choice of rubber line was dependent on the choice of EFI, rather than mechanical injection (albeit with electronic controls on the later models.)
