Nope, it's not a mix up of different model year equipment. I recently
replaced the hose when installing the 2.1 in my 84 Westy in May 1997.
Although there are different VW PN's for the various years, they are
essentially the same design from 83.5-91, 1 inch on one side, 5/8 inch on
the other. At the time, I chose to go with the factory hose (of which I've
never found a substitute at the time) for a trouble free replacement.
Unfortunately, this hose is a little pricey - about $65-$70 from VW. This
particular hose you're seeking fits 83.5-85 1.9 models.
Last summer, while on the way to a show in the SF Bay area (in triple digit
weather), I stopped on I-5 to help a fellow Westy Vanagonaut who had lost
all of his coolant because of the very same reason you described. The
split in his hose stretched about 4 inches, so there was no way to help him
with the "duct tape repair method". He had a dead cell-phone, so I let him
use mine to call for AAA tow. Since then, I've carried a spare (pricey)
hose in my parts stash to avoid having that happen to me when far from home.
