Do the hoses under the seat (to the rear heater) get warm when the van is warmed up?? If not, you could try a 'U' joint to connect the two hoses under the rear seat (that go to the heater) and then test to see if the hoses get warm as the van heats up. That way you isolate the fact that the heater is (should be) getting hot water. I also think that you could then remove the heater for a closer inspection (in the warmth of your house) and maybe a trip to the local radiator shop.
