David, I've never had this happen, but if you remove the seat (slide all the way forward, then lift the rail latch with a screw driver per Bentley), you should be able to check out the seat tilt latch. I would guess that either the latch is stuck (have you tried forcing the latch handle back to the latched position?), or the latch spring or linkage is broken.
