David,

I had a similar problem on our 87. Finally solved by replacing the heater core, which was clogged. I didn't try power flushing it with cooling system flushing/cleaning stuff first, (since the fan motor had started its squeal of death and had to be replaced anyway) and you should probably try checking the core before pulling the dash (real pain). I think if you used long hoses and a funnel, you could see if the core is clogged and then try to treat it. I don't have any experience with cooling system flushers/cleaners, however.

If you haven't already, You should also check to be sure that the coolant valve is opening all the way, and that the hoses aren't crimped somewhere.
