Can be bought aftermarket for ~$100, or made from any suitable time delay relay, like a glow plug relay. Leaving the temp sensor terminal open gives you a 1 min time delay on the std VW fast glow relay.

Or just drive lightly for last few minutes before stopping. Installing a pyrometer to measure EGT makes sense, and that will tell you when you need to idle a while before shutting off.
