The reason most states aren't feeling this yet is due to it being slowly phased in. For instance in Texas, folks in Houston, Dallas, San Antonio and El Paso, high smog areas were target for enforcement first. But the regulations applies to all of the U.S., no exceptions. It is just a matter of when....
