On the other hand, at least in California, there are NO emission requirements on a stock 1969 VW TypeII.

As I've pointed out in the past, the California regs are very restrictive. I wonder if Detlev has actually dealt with this issue regarding his Audi 5cyl swap? The Eurospec 2.0 I-4, on the third hand, has California Air Resources Board certification...
