Much ado about NOTHING.
this is unnecessary, and will be cost ineffective.  maybe texas is different,
but in Pa. all the vehicle needs to do is pass emissions (if you live within a
major city limits) regardless of engine.
 where i live (out of city limits) i dont have to have emissions..
i could have a fire breathing 440 cubic inch hemi in my vanagon and it would
be legal as long as i passed Pa. state inspection (which is not emissions)
