I had the what sounds like the same problem on my 91 Westy.

It's in storage; when I took it out the last time, it revved high & wouldn't stop. We opened up the mechanism below the pedal; nothing. Turned out the other end, the spring thingy (yeah I'm no mechanic) in the engine compartment just needed a bit of cleaning & a lube - Just seized a bit with grime that had congealed in storage.

You can disconnect your accelerator cable altogether and

A) Tie a string to the lever in the engine and run it forward to the driver's seat (the spring should pull the throttle lever back to closed, pull on the string to open it and acclerate.

B) Turn your idle adlustment up a bit and just fast idle over in first gear for the mile to the shop.
