Here in the mid-Atlantic region, I have yet to find a propane filling station that had any idea how to to fill a westy. Have you tried pushing the (red, I think maybe green) button on the forward side of the fill valve? That's what it's there for. I give it a shot of WD40 every now and then to keep it moving smooth. I have even had to (gently) get it started with large channel locks when I haven't filled in a while. The button should live under a removeable rubber boot. If the boot is missing, you might want to find one. Amazingly, Zippy has his original. Check for rust on the tank. Peter & Zippy
