The only option I see is to carry the stuff in the house and pour it down the drain. That way, it gets treated by the sewage plant and doesn't go directly into the local river, lake, ocean, etc. Is there a better solution?

Here in VA, the counties are required to provide collection points for "household hazardous waste" to inc. oil, paint, batteries, antifreeze. I keep an oil and antifreeze 5 gal "gerry can" in the garage and when full, go to the county dump and pour into they're recycle containers.
