You have to pay a $300 smog fee to get it registered, and it can not be a brand new car. Then you still have to do the biannual year smog check. But it onl has to pass the smog standards applicable to your car There is info about this at the California DMV web site, also this has the info as well : http://www.byte-me.org/~mallen/misc/ca-dmv.html#reg.
