The 1.9L engine with the cooling system in good shape once warmed up puts out plenty of heat at an idle. My 85 Westy currently has a coolant leak, the first indication of low coolant level I get is I loose heat to the front heater core at idle. I stop add some coolant and instant heat at idle.

The cooling system may indeed need bleeding, however, it's not unusual to experience reduced front heat output under reduced engine loads. This

is especially true when it's fairly cold outside (under 30F) and when the rear heater is operating. The difference in heat output between going up a mountain pass and going down the pass is quite pronounced.
