That does seem rather odd. My analog gauge shows the cold oil pressure to jump up almost immediately to 60 psi or so. It starts to drop down and be more of a function of engine RPM as the engine warms up.

Another filter and oil change is certainly a cheap and easy way to check. I've only used Ron's Mahle filters and use 20W50.
